      The Opportunity

      Kingsley is retained by Stockport MBC to recruit an experienced Development Surveyor/Manager (MRICS Preferred) with the ability to think commercially and innovatively to help deliver its’ vision for Stockport and a genuine pipeline of schemes.

      Ideally, we are seeking someone who is both commercial and passionate about regeneration and who wants to work on a range of great projects, truly on a mixed-use basis of commercial, residential, industrial, leisure, and retail uses.

      This is an exciting opportunity to join a successful regeneration team in an ambitious Local Authority with a proactive approach and an established track record of delivery. You will need to be able to demonstrate your success in managing large scale projects through the various stages of the development process along with extensive skills in procurement and directing professional teams, cost control and financial management, and stakeholder engagement.

      Main Purpose of the Job:

      • To develop manage and deliver a series of projects to enhance, regenerate and develop Stockport, with particular emphasis on the town centre
      • To work with developers and other partners and stakeholders to secure the appropriate outcomes (primarily on site) within Stockport
      • To assist in developing policies and strategies to secure the regeneration of Stockport with particular emphasis on using compulsory powers where appropriate
      • To lead and manage teams, consultants and budgets and contribute to the management of the service

      Job activities: Summary of Responsibilities and Key Areas:

      With the support of the whole team, other internal colleagues and external consultants and partners, to conduct and conclude negotiations with 3rd parties to secure the satisfactory development and regeneration of priority schemes within the borough, primarily within the town centre

      Under the direction of the Head of Service and with the management assistance of the Programme manager to lead, and manage teams and to negotiate to:

      • Deliver appropriate outcomes on regeneration and development projects in a financially sound and timely manner
      • Work with and aid third party developers to deliver schemes
      • Work with the Council’s appointed property service provider to develop and deliver the Council’s regeneration and development projects as directed
      • Project manage regeneration and development schemes, including working with private and public sector partners
      • Procure, lead, and manage consultants in development and delivery of regeneration and development proposals and projects
      • Procure and prepare development briefs and appraisals for development sites
      • Identify, secure, and manage grant schemes for regeneration and development projects
      • Ensure effective consultation is undertaken relating to regeneration and development projects
      • Take the client role in the delivery of environmental improvement and public realm schemes
      • Assist in developing operating systems for monitoring and reporting on progress and ensure their timely and appropriate use
      • Prepare information, reports and presentations for internal and external meetings and committees as appropriate
      • To provide cross functional support on all relevant issues but on the best way when appropriate to secure compulsory powers to expropriate land and property for redevelopment, on negotiating building contracts and how to redevelop historic buildings
      • Under the direction of the Head of Service and with the management assistance of the Programme manager to be responsible for budget management for specified revenue budgets and capital projects, monitoring of effectiveness, evaluation of outputs and outcomes, and to maintain records as appropriate
      • To work with other officers, consultants and external funding bodies and partners to identify and secure resources for the implementation of regeneration projects and to ensure that grant claims are processed in accordance with the criteria and conditions of the relevant funding bodies
      • To engage with and input into strategy, policy and planning for the regeneration and development of the borough, including the preparation of planning, design and/or development briefs
      • To maximise investment and development in Stockport by promoting the opportunities in Stockport to the development and investment industry and building and maintaining good relationships with a diverse range of stakeholders and partnerships.
      • To work with officers and managers of other Council services and external organisations to secure the regeneration and development of the borough
      • To support the Programme Director in the overall management of the service, including budget planning and management, business planning, monitoring and review, staff management and development, implementation of Council human resource policies and all corporate policies. To deputise for the Head of Economic Development & Regeneration as required
      • To provide information to Council Members and attend Committee and other meetings as required, including occasional evening and weekend meetings
      • To develop and maintain a good knowledge of key regeneration and development issues and policies

      Pre-Requisites

      • Experience of negotiating with landowners, developers, investors, designers, planners, contractors, and other stakeholders to bring forward deliverable development schemes
      • Experience of delivering projects to PC / handover and of managing construction programmes, contractor procurement, JCT contract administration, and project managers
      • Experience of working successfully with developers, investors, and agents to secure lettings and other forms of private investment in Town Centre regeneration schemes
      • Experience of managing development and investment risk
      • Degree in a relevant subject (e.g., Real Estate, Property Development, Estate Management) or equivalent professional experience
      • Qualified Surveyor, membership of the RICS.
      • Extensive commercial expertise and experience of development project delivery (i.e., construction of schemes)
      • Experience of liaising and consulting with the public, partner organisations, and statutory and non-statutory bodies including funding organisations
      • Comprehensive understanding of the role of local authorities in regeneration and development.
