£40m Chorley regeneration design team appointed

Masterplanner JTP Studios will lead a team that includes BDP, Gerald Eve, Gosling Consulting, TEP, Trebbi Continuum, and Hydrock, now Stantec, to breathe new life into the town centre.

Chorley Council announced the appointments on Tuesday. Together, the design team will be charged with crafting the vision for three particular projects:

  • Creating a civic square by the town hall on the former Buzz Bingo site and Cleveland Street car park. The civic square is meant to include event spaces as well as areas for residential, commercial, and parking provision.
  • Transforming the Bengal Street depot into energy-efficient apartments.
  • Refurbishing council offices off Union Street to attract new tenants as a multi-use space.

The £40m schemes are supported by the council’s successful £20m Levelling Up Fund bid. The council is providing the remaining £20m required.

Reflecting on the design team appointments, Chorley Council Leader Cllr Alistair Bradley said: “We’re delighted to progress this project by bringing together a team of experts to develop designs that will make the best of these town centre spaces to create long term benefits for Chorley.

“The schemes will create community spaces, homes, commercial spaces and business opportunities, and we’re looking forward to sharing the design proposals and hearing the views of residents in the future.”

More on the design team

Masterplanner and architect JTP Studios is based out of London. In the North West, its projects include Lancaster City Council’s Bailrigg Garden Village. Elsewhere in the UK, it has worked with the London Borough of Ealing on the Green Quarter in Southall and Cambridge City Council on the Howes Green scheme.

Hydrock, now Stantec, is a multi-disciplinary engineering consultancy. Its recent projects in the North West include the £65m Blackpool Multiversity, Royal London’s £750m Davenport Green in Trafford, and Invesco’s 261-bed student accommodation project in Manchester.

Chorley-based quantity surveyor and procurement manager Gosling Consulting has worked recently on the refurbishment of Bolton town hall, museum, and library. Other projects include the expansion of the Anfield Road side of Liverpool Football Club’s stadium and the development of Rawstenstall Market.

Environmental consultant TEP’s recent projects include Bloor’s 185 homes in Widnes, Homes England’s redevelopment of the 150-acre Whittingham Asylum site in Preston, and £22m Cheadle Hulme specialist education facility.

BDP is working on a series of high-profile North West projects, including Wirral Council’s Hind Street Urban Garden Village, Manchester City Council’s Grey Mare Estate regeneration effort, and Blackburn’s £60m skills and cyber campus.

Redrow’s 500-home Woodford Garden Village extension is one of several recent regional schemes for chartered surveyor Gerald Eve. Others include C1 Capital and Mottram Estate’s Winter Gardens hotel in Blackpool and Step Places’ 98 Alder Hey homes.

Engineering, design, and consultancy specialist Trebbi Continuum is perhaps best known in the North West for its work alongside Tameside Council on the 2,150-home Godley Green Garden Village. Other projects in the region include Chorley Council’s Alker Lane industrial project.

Didnt they buy the depot in 2016? Its taken them 8 years to even start planning something for the site?

For those complaining about London architects. Only JTP (who are generally excellent, specially in master planning) are from London. BDP are based in Manchester.

I don’t know about here but sometimes, when a place makes a search for procurement and design expertise and services, they do this on the general Gov.uk site, the best bid being selected. Sometimes a London or different provincial team gets selected. That happens.
