Service Manager – Commercial Developments

Wigan Council Logo (new)

Company: Wigan Council

Salary: £59,793 - £63,995

Contact Name: David Proctor / Aidan Thatcher

Telephone: 07769755859 / 07918 223640

Are you passionate about places? Do you combine in depth experience of the commercial development process with an understanding of the public sector? Do you want to make your mark on one of the highest profile development projects in the North West?

If so, we want to hear from you.

Wigan is at the forefront of town centre regeneration, and we are at a key point in our journey.

Working together with our development partner City Heart since their appointment in 2021, we have advanced our flagship Wigan Galleries project at pace to a major milestone, with construction now starting on the first phase including a new Market Hall.

We now have an opportunity for a service manager – commercial developments. Your major focus will be on the delivery of the Galleries project and the realisation of the benefits that it brings, but the Galleries will be a springboard for further town centre projects across the borough and there will also be the opportunity for the postholder to play a key role in supporting that effort.

Your role

Answerable to the Galleries Project Board and supporting the Director of Place in their role as SRO, you will be the Council’s lead project manager for the development, coordinating multiple workstreams as well as applying your own commercial and development expertise to secure the best outcomes. You will also play a role in the Council’s wider town centre regeneration agenda, bringing your expertise and insight to the positioning, development and delivery of projects.

About you

With the personal and professional credibility to work confidently in partnership with our elected members, senior officers, key stakeholders and other partners, you will be a dynamic and performance-driven individual with considerable experience in delivering development and regeneration and have an understanding of development markets and extensive commercial expertise. As Service Manager you will provide leadership and support in both direct and matrix management contexts, demonstrating our core manager behaviours: Inspire, Care, Engage.

About us

Wigan Council has been voted ‘Overall Council of the Year’ at the APSE (Association for Public Service Excellence) Awards. We are signed up to the Greater Manchester Continuous Service Commitment ensuring that your service will be continuous or ‘unbroken’ between the supporting organisations.

As the second largest authority in Greater Manchester, Wigan is a diverse place full of opportunity. Located between Manchester and Liverpool, and with direct access to the M6 and the West Coast Mainline, it is within easy reach of all that Greater Manchester and the Northwest have to offer thriving towns and cities, spectacular countryside and a quality of life that we believe is hard to beat.

Wigan Council has been consistently recognised as one of the best in the country, and you will find a modern working environment with a gym and swimming pool on site, as well as a hybrid working approach supported by robust systems and technology.

The Progress with Unity plan is a place movement for change for the next decade, bringing a new era for Wigan Borough. It draws on the strengths of our individual organisations, recognising that together we can achieve much more for our communities by delivering on our 2 place missions; create fair opportunities for all children, families, residents and businesses and make our towns and neighbourhoods flourish for those who live and work in them.

Here at Wigan, we are proud to support flexible working patterns, when the service can accommodate this. We also take a blended approach to where we work, depending on the work we do. This may include working from home, the office, or the community. We like to thank our employees for their hard work and commitment by giving them the opportunity to access a range of exclusive rewards and benefits click here to find out more about working for #TeamWigan.

Wigan Council prides itself on equality, inclusion and promoting diversity within the borough and aims to recruit a workforce that reflects our diverse communities. We invest in training and developing our staff, in a positive learning environment, and aim to be a consciously inclusive employer. We welcome applications from everybody in the community and would particularly encourage applicants from our underrepresented groups to apply. At Wigan, it is really important to us that applicants demonstrate our Team Wigan behaviours, and we do all we can to make sure that everyone feels like they belong. We have guidance in place to ensure that all applicants are treated fairly and consistently at every stage of the recruitment process.
