Sappi Paper Mill scheme progresses  

Developer Blackburn Waterside Regeneration has secured consent from the local council for 140 homes, part of its mixed-use redevelopment of the former paper mill in Feniscowles. 

The two-, three-, four- and five-bedroom houses, to be built across 11 acres next to the Leeds and Liverpool Canal, form the second phase of the development that was granted outline consent in 2015. 

Once complete, the 66-acre scheme, located south-west of Blackburn, would comprise: 

• 450 homes 
• 100,000 sq ft of industrial space 
• 3,500 sq ft of retail 
• 12,000 sq ft community building 

Approval for the first phase, comprising 90 homes, was granted by Blackburn with Darwen Council in 2018. 

In total, there are seven phases of the development, known as Stanworth Waters, including the creation a spine road that would serve the first two residential phases. 

The Sappi Paper Mill closed in 2008 and was demolished in the summer of 2012.
