Blueoak tables Chester office-to-resi conversion

Two buildings totalling 105,000 sq ft and previously occupied by Lloyds Bank are to be converted into 176 apartments.

Tower House and Charterhall House east of Chester city centre have been vacant since 2019 when Lloyds relocated to Chester Business Park.

Blueoak Estates has lodged plans with Cheshire West and Chester Council to transform the buildings from offices into a mix of one- and two-bedroom apartments. All of the homes would reach EPC B rating, according to the developer.

Iain MacLean, managing director at Blueoak Estates, said the retrofit scheme aligns with the company’s values.

“The Blueoak ethos centres on building a sustainable legacy and this site and development illustrates this approach,” he said.

“The site location, the design path we have chosen, the materials we will use, and the technologies employed, are centred around a wider sustainable vision.”

He added: “We believe that this development will help nurture and cultivate a wider urban community that is undoubtedly building in Chester. We are seeing more city and town centre landscapes reimagined and our buildings must be given a new purpose and direction.”

Looking at the elevations on the planning application I’m not confident this will be a decent conversation. It would be far better to strip back to the concrete frame and create a higher quality development, instead of what looks like a cheap value engineered project.
