Bolton approves redevelopment of 17-acre former Essity site

Arrow Capital Partners and Cerberus have secured consent to build two sheds totalling 310,000 sq ft off Mansell Way in Horwich.

The redevelopment of the 17-acre Bolton site follows the decision of tissue paper manufacturer Essity to relocate to Westhoughton. 

Arrow and Cerberus – who together make up the €3bn Strategic Industrial Real Estate joint venture – had wanted to keep Essity in situ.

In March, SIRE lodged plans for the redevelopment of the site that reflected the need for flexibility depending when Essity’s decision on whether to stay or go was still pending.

In October, following news that Essity would up sticks, SIRE submitted updated plans for a scheme known as Arrow Point Bolton that would see the site upgraded to meet the needs of potential occupiers.

Bolton Council has now approved the plans, which feature a 107,000 sq ft shed and another spanning 220,000 sq ft.

A report prepared by Bolton Council’s planning team describes the scheme as “an important investment in the borough [that] secures an existing source of employment”.

PHP Architects is advising SIRE on its proposals, alongside Stantec and TFT Consultants. B8 Real Estate is the agent.
