Wain Homes presses ahead with Blackburn paper mill regen

Proposals for 181 homes as part of a 500-property masterplan have been lodged with the local council following the developer’s acquisition of part of the Sappi site earlier this year.

Wain Homes is seeking permission to build a mix of two-, three-, and four-bedroom homes on a 15.5-acre chunk of the former paper mill site south of Livesey Branch Road and west of the Leeds and Liverpool Canal.

Baldwin Design Consultancy and Emery Planning are advising Wain Homes on the application, which also seeks permission for a road providing access to the site.

In January, Wain Homes agreed to acquire part of the scheme from Black Pearl Partners. The project is the second phase of the masterplan. The first 95 properties – branded Watermills – are currently under construction.

Outline consent for the redevelopment of the 66-acre site was granted in 2015 but progress has been slow to date.

That permission includes plans for 100,000 sq ft of industrial space, 3,500 sq ft of retail, and a 12,000 sq ft community building.

The Sappi Paper Mill closed in 2008 and was demolished in the summer of 2012.
